IP ODA’s mission is to implement the State’s policy on supporting the development of entrepreneurship, including small and medium-sized enterprises, in accordance with the strategies and programmes approved by the Government.

Purpose and core tasks as per job description: Overall purpose of the function: Providing support in accessing individual financial guarantees to guarantee loans granted by partner financial institutions (banks and non-bank lending organisations).

Main tasks: 

  • Examination of guarantee applications according to established criteria:
  • Ensuring the issuance of financial guarantees;
  • Ensuring communication of corrective actions;
  • Participating in the drafting of proposals for amending/supplementing the operational manuals for the implementation of state programmes and other legislative acts in the areas of competence of the subdivision; 
  • The performance of tasks related to the work of the subdivision.

Conditions of application:

Studies: Bachelor’s degree in: economic.

Professional:         

Minimum 3 years’ professional experience, 2 years’ experience in the economic field. 

Knowledge required:

In the specific area of activity:

  • the economic legislation in force;
  • National Accounting Standards and International Financial Reporting Standards;
  • legislation in the field of entrepreneurship and taxation;
  • methodology, procedures and techniques for analysing economic and financial activity;
  • the process for drawing up business plans and assessing investment projects;
  • principles for analysing and assessing the risks of entrepreneurial activity;
  • programme-specific provisions implemented by ODA;
  • State Programmes Implementation Operational Manuals.

In the language field, including the level of written/spoken language:

  • Romanian – advanced
  • Russian – Intermediary
  • English – an asset 

In the digital field: 

  • advanced user Microsoft Office package

Tasks:

Examination of guarantee applications according to established criteria:

  • receive and register applications in the registers established by the work instructions;
  • examine applications for guarantees in accordance with the criteria laid down;
  • create the guarantee file, check that it is complete |;
  • verify that all eligibility criteria related to the requested guarantee product are met;
  • draw up refusals in specified cases;

Ensuring the issuance of financial guarantees:

  • prepares the recommendation to issue/refuse the financial guarantee;
  • in accordance with the opinion of the Risk Assessment and Analysis Section, it supplements the acceptance or refusal decision, which is then submitted for approval or refusal;
  • draft relevant meeting acts;
  • prepare decisions on financial guarantees;
  • prepare and submit for signature the letter of acceptance/refusal of financial guarantees;
  • prepare the guarantee contracts and the financial guarantee letter, and ensure that they are signed by the parties;

Monitoring of the guarantee process:

  • follow the fee payment schedule;
  • draw up reports on compliance with the pay schedule;
  • prepare and submit draft orders in the cases provided for in the Regulation;
  • take all necessary measures provided for in the Regulation to recover the outstanding guarantee fee;
  • keep up to date and maintain the database of applicants for and beneficiaries of guarantees;
  • interact and ensure cooperation with financial institutions on the provision of guarantees;
  • prepare reports in accordance with the operational manuals and related collaboration contracts;
  • where applicable, drawing up procedures for debtors/creditors, state institutions, legal/natural persons;
  • monitoring the receipt of replies to the letters/démarches forwarded;
  • archiving files as instructed and sending them to the responsible subdivision.

Participating in the drafting of proposals to amend/supplement the operational manuals for the implementation of state programmes and other legislative acts in the areas of competence of the subdivision:

  • identify needs and submit proposals for drafting and/or amending legislative acts in accordance with the area of competence;
  • submit proposals to adjust the application procedures to state programmes in order to make the evaluation process more efficient and inform decisions;
  • submit proposals for development, adjustment of state programmes.

Performance of tasks related to the work of the subdivision:

  • examining referrals received, drawing up and submitting opinions/replies within the time limit;
  • providing the subdivision’s senior specialists with support in examining and preparing responses to incoming referrals;
  • achieving the objectives and tasks set out in the sub-division’s action plan;
  • to contribute to the implementation of the internal management control system in accordance with the responsibilities and tasks established;
  • providing the necessary assistance and support to the subdivisions within the institution within the scope of its competence;
  • contributing to the improvement of the subdivision’s processes and work;
  • participation in workshops, information sessions, etc.
  • the performance of other tasks falling within the competence of the subdivision within the limits of compliance with the legal basis. 

Responsibilities:

  • ensuring that the tasks/tasks and indications received are carried out in accordance with and within the deadlines set;
  • compliance with all legislative acts, including national regulations;
  • the rational use of material resources and equipment, the detection and removal of causes and conditions conducive to the loss, deterioration or waste of material values, and the use of the institution’s assets for personal purposes;
  • the rational organisation of work and the use of working time exclusively for the performance of work tasks;
  • informing the line manager of the occurrence of cases of excused absence from work;
  • putting forward recommendations, ideas on improving processes within the remit of the field of activity;
  • non-acceptance of favours that might or may be prejudicial to professional judgement, non-participation in illegal activities and commitments that discredit the position held or the institution;
  • adopting behaviour capable of promoting the image and interests of the institution;
  • continuous improvement of his professional and specialist training;
  • retention of confidential and personal information received and transmitted in connection with the performance of service bonds.

Type of employment: Fixed period.

Working arrangements of the institution: 

40 hours/week.

Monday-Friday, 8.00-17.00, lunch break: 12.00-13.00.
