Public Institution Organisation for Entrepreneurship Development announces competition for Senior Specialist, Directorate for Strategic Development and European Integration
IP ODA’s mission is to implement the State’s policy on supporting the development of entrepreneurship, including small and medium-sized enterprises, in accordance with the strategies and programmes approved by the Government.

Purpose and core tasks as per job description
Providing support in the process of strategic planning, monitoring, evaluation and reporting of the work of the IPODA, as well as contributing to the implementation of activities related to the European integration agenda, within the institution’s field of competence through the development of institutional planning documents, systematisation and analysis of data on the implementation of support programmes and instruments, the preparation of progress reports and the formulation of ODA contributions in national reporting processes, including the European integration dimension.
Strategic and institutional planning
- Participate in the development, updating and monitoring of the strategic and institutional planning documents of the IP ODA, including action plans, development programmes, activity reports and other related documents.
- Contribute to the collection, systematisation and analysis of proposals submitted by the institution’s subdivisions for the preparation of planning documents.
- Monitor the achievement of the objectives, actions and indicators set out in the institution’s planning documents.
- Participate in linking the institutional planning process to the budgetary process and public policy priorities relevant to entrepreneurship and SMEs.
Monitoring, evaluation and reporting
- Collect, verify and systematise information on the implementation of programmes, support instruments and projects managed by IP ODA.
- Contribute to the preparation of progress reports, annual reports, briefings and analyses related to the work of the institution.
- Provide methodological support to the subdivisions of the institution in collecting data, reporting and drawing conclusions on progress achieved.
- Participate in the preparation of materials for the institution’s management, the founding ministry and other line ministries, as well as development partners and other relevant institutions.
European integration and external institutional reporting
- Contribute to the collection and systematisation of information on ODA progress related to the Reform Agenda, the Growth Plan, the National Accession Programme to the European Union and other relevant documents.
- Participate in the preparation of replies, notes and reports requested by public authorities, coordinating institutions, development partners or structures involved in the European integration process.
- Monitor, within the area of competence, institutional actions and commitments relevant to the European integration process.
- Support communication and information exchange with internal subdivisions and external institutions involved in reporting and coordination processes.
Other tasks
- Participate in the preparation of analytical notes, summaries, presentations and information material related to the Directorate’s area of activity.
- Examine and prepare draft replies to distributed requests within the remit of the function.
- Perform other tasks related to the Directorate’s field of activity, in accordance with the instructions of the hierarchical superior and the applicable regulatory framework.
Conditions of application:
Studies
- Bachelor’s or equivalent degree in economics, public administration, international relations, public policy, European integration or other related fields.
Professional experience
- Professional experience of at least 1-2 years in areas such as planning, monitoring, reporting, analysis, public policy, projects, public administration or European integration.
- Experience in public institutions, business support organisations, external assistance projects or institutional reporting processes is an asset.
Knowledge required
- Knowledge of the general framework for the functioning of IP ODA and policies to support SMEs.
- Knowledge of strategic planning, monitoring, evaluation and reporting processes.
- General understanding of the European integration process and related reporting mechanisms.
- Knowledge of public policy documents relevant to economic development.
- Ability to work with data, indicators, reports and analytical documents.
- Proficiency in Romanian at an advanced level.
- Knowledge of English level B1.
- Knowledge of Russian is an asset.
- Advanced use of Microsoft Office package, in particular Word, Excel and PowerPoint.

Working arrangements: 40 hours/week;
Programme: Monday-Friday 08: 00 – 17: 00;
Lunch break: 12:00-13:00.
