Public Institution Organisation for Entrepreneurship Development (IP ODA)
announce competition for Senior Specialist, Directorate for Project Development and International Cooperation

IP ODA’s mission is to implement the State’s policy on supporting the development of entrepreneurship, including small and medium-sized enterprises, in accordance with the strategies and programmes approved by the Government.

Purpose and core tasks as per job description: The overall purpose of the function is to establish, strengthen and develop relations with international partners, as well as to identify and attract external funding opportunities to support the organisation’s strategic objectives.

Core tasks of the function:

  • Monitoring the fundraising phase and submitting monthly reports on the status of the project and its financial data;
  • Ensuring that they work together, build and liaise with existing and potential donors and partners;
  • Collecting and analysing data and statistics resulting from the implementation of projects and ensuring their transmission to other directorates;
  • The performance of tasks related to the work of the subdivision.

Conditions of application:

Studies:

  • University degree or equivalent in the economic field (with priority in international economic relations, economic diplomacy or project management) or in the legal field (specialisation in project management).

Professional experience:

  • length of service – minimum 3 years;
  • specialist seniority – minimum 1 year.

Knowledge required:

  • project preparation and management;
  • advanced Project Management methods;
  • administration and use of project management tools.
  • financial and investment management;
  • leadership and organisation of the team;
  • personal negotiation skills, leadership, decision-making.
  • advanced level of knowledge of Romanian and English.
  • knowledge of another language of international use is an asset.

Digital skills:

  • Microsoft Office (Word, Excel, PowerPoint);

Responsibilities:

  • carrying out the instructions of the Director-General and the Head of Directorate in order to carry out job-specific activities;
  • the execution of key tasks by taking over for realisation and reporting on the progress/execution of established/delegated tasks, in accordance with the internal rules of operation and the delegation of tasks under ODA;
  • compliance with internal regulatory acts (Rules on the organisation and functioning of ODA, the ODA Internal Rules, the ODA Code of Ethics and other internal regulatory acts);
  • ensuring information security in accordance with the ODA’s internal regulations;
  • ensuring that the confidentiality of information under management is preserved in accordance with the ODA’s internal regulatory acts;
  • compliance with the internal regulatory framework governing the work of the process managed (procedure/guide/manual/regulation);
  • compliance with the provisions of the internal regulatory acts governing the processes under ODA;
  • ensuring that existing resources are used solely in the interests of the Organisation;
  • ensuring disciplinary responsibility for damage caused to the institution by the improper performance or non-performance of functional duties;
  • continuous professional development;
  • non-admission of acts of corruption and fraud;
  • respect for professional integrity;
  • carrying out other tasks delegated by the Director-General, within the limits of the powers laid down.

Main tasks:

  • developing and maintaining structured cooperation frameworks with bilateral international partners in the designated areas of competence;
  • work together, build and maintain links with existing and potential donors and partners;
  • conceptualising, developing and managing technical assistance projects in the designated areas of competence, including assessing the needs of the SME sector, resource planning, mobilising financial assistance from donors and monitoring and evaluating the impact of projects;

Type of employment: Fixed period.

Working arrangements of the institution: 40 hours/week.

Monday-Friday, 8.00-17.00, lunch break: 12.00-13.00.
