Head, Support Instruments Development Directorate
IP ODA’s mission is to implement the State’s policy on supporting the development of entrepreneurship, including small and medium-sized enterprises, in accordance with the strategies and programmes approved by the Government.

Overall purpose of the function: Plan, direct and coordinate the work of the Development Directorate for support instruments, ensuring the development, development, review and substantiation of the IP ODA support instruments, including grant instruments, financing products, guarantee products and other support mechanisms, as well as the coordination of State aid/de minimis issues, in accordance with the regulatory framework, internal policies of the IP ODA and entrepreneurship development objectives.
Main tasks:
- analyse, develop, refine and review the support instruments of IP ODA, including grants, financing products and guarantee products managed by the FGC and FACEM;
- ensuring the application of the internal product development framework, including the development of ex-ante analysis, product concept, product documentation and materials for approval;
- coordination of the State aid/de minimis area related to the IP-ODA instruments, including preparation of materials for the Competition Council and annual reporting of the aid granted;
- integrating risk, compliance, financial sustainability, monitoring, evaluation and impact requirements into the tools developed or reviewed;
- cooperation with IP ODA subdivisions, public authorities, Competition Council, partner financial entities, development partners and other stakeholders;
- monitoring the performance and impact of the supporting instruments and making proposals for their adjustment;
- managing correspondence, consultations and methodological support relating to the area of competence;
- ensuring the management of the Directorate and organising the internal management control system at the level of the sub-division.
Studies, field of specialisation:
- Higher education in the fields of economics, financial-banking, law, business administration, public administration or other fields relevant to the development and administration of instruments to support entrepreneurship.
- Studies/postgraduate studies in finance, public policy, state aid, public/economic law, risk management or SME development are an asset.
Professional:
- A minimum of 5 years’ professional experience, including a minimum of 3 years in the economic, financial-banking, entrepreneurship development, public policy, financial assistance or management of support programmes/instruments.
- Experience in developing, amending, implementing or evaluating state programmes, funding products, guarantee/loan products, grant instruments or other support mechanisms.
- Experience in the field of State/de minimis aid, interaction with the Competition Council, preparation of regulatory acts or management of a subdivision constitutes an advantage.
In the specific area of activity:
-
- the general regulatory framework governing the activity of public institutions, the development of entrepreneurship and support for small and medium-sized enterprises;
- principles for the design, implementation, administration, monitoring and evaluation of state programmes and instruments to support entrepreneurship;
- financial and non-financial support mechanisms for businesses, including grants, grants, financing facilities, financial guarantees, blended instruments and other forms of support;
- economic, fiscal, financial-banking legislation and the general framework for entrepreneurship;
- legislation and general rules on State aid and de minimis aid, including principles for notification/authorisation of schemes, transparency, recording and reporting of aid granted;
- mechanisms for institutional interaction with public authorities, regulators, financial institutions and development partners;
- methodology, procedures and techniques for economic and financial analysis, evaluation of investment projects and impact analysis;
- the principles of risk management, internal control, compliance, segregation of functions and governance applicable to public financial instruments and programmes;
- general principles for cost/price/fee formation of financing and guarantee instruments, including aspects relevant for the determination of the State aid element, where applicable;
- monitoring and evaluation of the performance of the supporting instruments, definition of result/impact indicators and reporting requirements;
- ability to acquire and implement IP ODA’s internal policies, operational manuals, procedures and regulations related to the area of competence.
It will be an advantage:

- experience in developing or managing state programmes/support instruments for SMEs;
- experience in the field of state/de minimis aid or interaction with the Competition Council;
- experience in drafting normative acts, procedures, operational manuals or public policy documents;
- experience in working with financial institutions, public authorities or development partners.
Skills:
In the language field, including the level of written/spoken language:
- Romanian – advanced;
- English – at least level B2.
- Russian – Intermediary.
In the digital field:
Microsoft Office package – advanced user;
- working skills with databases, registers, reporting platforms and data analytics tools.
- skills in planning, conducting and coordinating the work of the subdivision;
- ability to analyse, summarise, inform decisions and prepare complex documents;
- skills in drafting concepts, internal acts, procedures, background notes and impact assessments;
- ability to interpret the regulatory framework and to apply State aid/de minimis rules uniformly;
- capacity for inter-departmental coordination and working with public authorities, financial institutions, donors and external partners;
- ability to communicate, negotiate and present proposals in a substantiated manner;
- decision-making capacity and accountability;
- efficient time organisation, timeliness and management of several processes at the same time;
- teamwork, people-to-people networking and result-orientation;
- resistance to repetitive tasks, adaptability to change and emotional balance.
