The Ministry of Health, Labour and Social Protection, jointly with the National Employment Agency (ANOFM), supported by the International Labour Organisation (ILO), launched on 8 December 2020, programme to support entrepreneurship among the unemployed and programme of local initiativesmeasures aimed at promoting active employment labour force and reduction of unemployment in the Republic of Moldova.

“The COVID-19 pandemic has had a major impact on the Moldovan labour market. To support jobseekers, we are launching two job programmes today, creating new job opportunities, especially in rural areas. Thank you to the International Labour Organisation, which continues to provide support to the Ministry and ANOFM in implementing policies in the field of employment promotion”noted Minister Viorica Dumbrăveanuat the press conference.

By means of programme to support entrepreneurship among the unemployedANOFM will subsidise the costs of starting a business for 14 unemployed people in the following categories: young people, people with difficulties entering the labour market due to low qualifications, people with disabilities, returning migrants. At the same time, 14 projects of local rural initiatives creating jobs will be subsidised, targeting economic operators.

“These active measures they support the unemployed and employers and are provided with the aim of increasing employment opportunities, either by creating new jobs or by facilitating access to job vacancies. To respond to the new needs resulting from the pandemic crisis, we launched today these two measures to increase employment and reduce unemployment, especially among vulnerable groups”noted Director of ANOFM, Raisa Dogaru.

The programmes will be implemented by ANOFM through the project “Reactivation of social dialogue for an effective COVID-19 response in Moldova and its application to job creation through Local Employment Partnerships”initiated by the ILO.

“The Implementing Agreement on the basis of which these measures will be implemented aims to overcome the repercussions of the COVID-19 crisis by empowering the social partners and labour market institutions. It also aims to implement active measures as a tool for generating decent jobs for the most vulnerable, in line with the Sustainable Development Goals”stressed ILO Project Coordinator, Violeta Vrabie.

Economic operators and interested persons belonging to the categories concerned may obtain information on how to receive subsidies under programmes to support active employment measures, by calling free of charge on Call centre – Labour market: 0 8000 1000 or by addressing directly the territorial subdivisions of the ANOFM.

At the end of November this year, the number of unemployed people registered with the National Employment Agency (ANOFM) was around 24, compared with around 14 in the same period of the previous year.
