ODIMMby means of The greening programme for small and medium-sized enterprisesprovides financial and non-financial support in order to promote, support and develop the capacities of SMUs to adopt practices for greening production and service delivery processes.

The programme has a complex approach and provides support to small and medium-sized enterprises through three phases.

Step I — Training and education in the field of greening of HLF

As part of this phase, ODIMM will organise and carry out training for managers in the framework of the HLF in order to identify and adopt concrete actions to green the production and service delivery processes.

In the framework of Phase II — Small amounts of financing, The following support will be given to the HMM:

✔ providing advisory assistance during the implementation of greening actions;

✔ non-repayable financial support for the implementation of low-value greening actions, which will constitute until 70 % of the value of the investment project excluding VAT, but will not exceed RON 200 000/of which the acquisition of intangible services and assets will constitute the maximum 30 % of the amount of the investment project, but will not exceed RON 80 000.

In the framework of Stage III — Large funding

Support will be given to companies that are geared towards implementing standards ISO/EMAS, eco-labelling of THE EUand the purchase of equipment needed for greening.

The following support will be given to the HMM:

✔ providing advisory and mentoring assistance during the implementation of international standards and certifications, etc.;

✔ non-repayable financial support for the implementation of high-value greening actions, which will constitute until 50 % of the value of the investment project excluding VAT, but will not exceed RON 500 000;

✔ the acquisition of the intangible assets will constitute the maximum 20 % of the amount of the investment project and will not exceed RON 200 000;

✔ the procurement of services will be maximal 20 % of the amount of the investment project and will not exceed RON 200 000.

Phase II of the Greening Programme provides for small grants for the implementation of the Resource Efficiency Greening Action Plans; applying sustainable production and consumption patterns; introduction of eco-innovations in technological processes; pollution prevention, reduction and management of waste;pollution prevention and management of water resources, etc.

Greening actions proposed by companies may concern:

• replacement of the conventional energy source by the installation of photovoltaic panels;

• reducing energy consumption through the implementation of thermal recovery systems;

• transforming organic waste into high-quality protein for the fisheries and livestock sectors;

• management of water resources through the installation of the treatment plant;

• the introduction of equipment enabling the recycling of textile waste raw materials;

• recycling of cold pressed oil filtering waste and its use in cosmetology;

• recycling of waste from the process of restoring tyres and producing pavements, jetties, etc.

The Programme may apply to small and medium-sized enterprises which are defined in accordance with Law No 179 of 21.7.2016 with regard to small and medium-sized enterprises; they have no debts towards the national public budget; they have no administrative offences, prescriptions not found/issued by the Environmental Protection Inspectorate, which have caused environmental damage; participated in the training sessions and developed an action plan to green the business; applicants’ core activities have a direct link with the activities for which the application is submitted in grant competitions.
