The ‘PARE 1 + 1’ programme for the drawing of remittances in the economy was extended until 2015.
The government extended the “PARE 1 + 1” programme for migrant workers or their first degree relatives who wish to invest in starting or expanding a business in the Republic of Moldova.
The programme was officially launched in November 2010 and is carried out under the 1 + 1 rule, which stipulates that each leu invested from remittances will be replaced by a leu under the programme. The maximum amount of financing shall be RON 200.000. The money from the PARE 1 + 1 programme is provided as a non-repayable grant.
Under the programme, 142 grant contracts were concluded with Moldovan entrepreneurs, with the total amount of investments exceeding RON 76 million. Thus, it was found that each leu allocated from this programme attracts approximately RON 3 in investments in the national economy.
For 2013, RON 32 million is foreseen for the implementation of this programme, 50 per cent more than the amount allocated in the first two years of the programme.
The PARE 1 + 1 programme aims to make it easier for migrants to access funding and to reintegrate them into society, while also helping to boost remittances through official channels, introducing good practices from migrants’ host states and creating a lever for introducing innovations.
In this context, the Organisation for the Development of the SME Sector calls on migrant workers and/or their first-degree relatives to register for the PARE 1 + 1 programme, starting on 5 February this year.
The conditions for participation in the programme shall be as follows:

- Be a citizen of the Republic of Moldova;
- Be a migrant worker from the Republic of Moldova or a first-degree relative – beneficiary of remittances;
- Intend to launch a business of its own in the Republic of Moldova or to develop an existing business;
- Have own capital from remittances and be able to confirm, by submitting supporting documents, the origin of the financial means (employment contract; certificate of confirmation of salary/income; extract from bank accounts; copies of bank transfer orders, customs declarations).
At the same time, in addition to the financial aid provided by the State, the programme provides entrepreneurial advice and training, where participants are guided and supervised, information and provided with the information material needed to start a business.
Finally, to ensure the sustainability of the business financed by the Programme and increase its profitability, companies are guided over 24 months, with advice and support in running an efficient and secure business.
