The Government approved the launch of the project that will form 12 renewable energy communities for SMEs
26 November 2025 — The Cabinet of Ministers approved the project on the signature of the grant agreement between the Organisation for the Development of Entrepreneurship (ODA) and the European Executive Agency for the European Innovation and SME Council. This decision allows the formal launch of the project “REC4SMEs – Supporting SMEs through the Renewable Energy Communities”, a strategic initiative aimed at accelerating the energy transition of small and medium-sized enterprises in the Republic of Moldova.
The project will be implemented in partnership with institutions and organisations from the Republic of Moldova, Slovenia, Italy and Romania, with the main objective of developing sustainable partnerships between renewable energy producers and energy-using companies. These collaborations will underpin the formation of 12 renewable energy communities, where SMEs will be able to produce, share and use clean energy.
With this initiative, ODA aims to provide SMEs with the necessary tools to adapt to market changes, reduce energy costs and increase their competitiveness, especially in the agri-food and trade sectors. Under the project, companies will benefit from technical, legal and financial support, with each community able to access vouchers of up to EUR 20.000 for the development of energy solutions.
One of the major objectives of the project is to reduce energy costs for participating companies by at least 20 %. It will also facilitate the integration of SMEs into the European market, supporting the uptake of sustainable technologies and alignment with EU standards.
The total budget of the project is EUR 938.000, of which ODA will manage EUR 246.000. With the approval of the project, the Director of ODA was empowered to sign the Grant Agreement on behalf of the Republic of Moldova.
The implementation of the REC4SMEs project is an important step towards modernising Moldova’s industrial policies and represents a strong commitment to promoting renewable energy and capacity building for SMEs in the context of the green transition.
