The “First Home” state programme was officially launched
Since 26 March, commercial banks Moldinconbank, Victoriabank and Agroindbank are ready to receive in all their subsidiaries in the country applications for financing under the government programme.
“The programme extends access to mortgage credit to young people, with direct effect in creating a stability prize for this population segment and reducing the migration effect. As this programme is carried out through the State guarantee, the product becomes more accessible compared to other real estate loans. The annual rate at which it will operate at the time constitutes about 9.03 %", said Minister of Finance, Octavian Armașu, at the launch conference.
Beneficiaries of the “First Home” programme can be all citizens of the Republic of Moldova up to 45 years old who have an official job. Persons interested in the Programme must not have another real estate or active mortgage loan and the monthly salary should be twice as high as the monthly rate. At the same time, the receipts from abroad, spouses or relatives of the first grade of those who will access the “First Home” programme will be considered eligible. Housing shall be completed, data in service and recorded in the Real Estate Register of the Public Services Agency. The mortgage loan repayment term, with the exception of early payment, will be up to 25 years.
The implementation of the programme will be carried out via the IMMS, which is delegated to issue guarantees on behalf of the State to banks participating in the “First Home” Programme. Bank loans for house purchase under the Programme will be guaranteed by the State at a share of 50 % of the outstanding loan balance.
“Those wishing to apply to the Programme will choose their home individually, prepare the necessary acts and submit them to one of the banks participating in the Programme. Interested parties can benefit from a mortgage loan up to 1 million lei with an advance of 10 % of the value of the dwelling. Subsequently, the Appellant will sign the contract of sale with the seller and together with the bank’s representative, the mortgage contract at the notary. Once the two contracts have been registered with the Public Services Agency, they will be submitted to the bank and the banking institution will provide the credit", indicated Petru Gurgurov, acting Director General ODIMM.
Mortgage credit applications will be submitted to any subsidiary of the mun partner banks. Chisinau and the entire territory of the country.
