Government Decision No 973 of 10 October 2018 approving the ‘START for young people: a sustainable business at home’

The programme is entitled purpose integrating Moldovan young people into the economic circuit by facilitating the start-up and development of sustainable businesses.
The following are set out to achieve the purpose objectives programme-specific:
boosting youth entrepreneurship

  • developing entrepreneurial skills by providing information support;
    advisory and educational
  • young people’s financial support for the start-up and development of a business, with increased emphasis
    on innovative business which are paragraphs or would contribute to sustainable development
  • facilitating the deployment of innovations, technology transfer and know-how
  • increase in active enterprises and jobs in rural areas

Eligibility criteria:

  • Young people wishing to launch a business or have initiated and run a newly registered company in the territory of the Republic of Moldova, in rural and urban areas
  • Young people aged 18-35
  • Citizens of the Republic of Moldova

The implementation of the Programme will include 4 steps

Step 1. Identifying business ideas – Hackaton

Activities included: Guiding and identifying business ideas.
The aim of this phase is to boost the creativity of young people across the country in generating business ideas and identifying the most viable and innovative potential business ideas, including by accessing new opportunities opened by the sustainable development framework.

Step 2. Competition of design notes. Entrepreneurial training

Activities included: selecting young people on the basis of the business ideas presented in the concept note; training in the initiation of the business; the development and presentation of the investment project; accessing the consultative support via “business voucher”.
The aim of the data phase is to provide support to young people in testing the business idea and develop the investment project.

Step 3. Competition for investment projects and non-repayable funding

Activities included: selection and financing of investment projects; entrepreneurial mentor.
The aim of this phase is to select the most viable and innovative investment projects for the West funding.

Step 4. Monitoring and post-financing support

Activities included: assess the results of the implementation of the investment project and match the planned indicators.


The aim of this step is to achieve the management process of all the components and stages of the Programme and to assess the established quantitative and qualitative results.

The programme provides three forms of support to young people:

  • Business traininginformation, advisory and mentoring support at the stages of development and implementation of the investment project
  • “Business voucher” for accessing training and consulting services worth up to lei 10 thousand
  • Financing of the investment project up to RON 180 thousand

Under the Programme, priority will be given to:

  • businesses that will create jobs in rural areas;
  • businesses that contain innovative activities or intend to implement technology transfer and know-how projects;
  • businesses that will carry out manufacturing or service activities predominantly in rural areas;
  • business focusing on the development of the following priority economic areas: information and communication technologies industry; agri-food industry; light industry; creative industry; tourism; provision of services;
  • health and well-being; professional, scientific or technical activities; renewable energy reproduction systems.

Ineligible financing activities under the Programme:

  • financial intermediation and insurance activities, pawnshops;
  • real estate transactions, legal advisory activities;
  • gambling and betting activities;
  • arms trade;
  • activities in the field of wholesale and retail trade;
  • activities in the area of catering;
  • activities involving the production or marketing of tobacco and alcohol.
