REC4SMEs: ODA and the European Consortium Develop Sustainable Energy Solutions for Entrepreneurs in the Republic of Moldova
May 26, 2026, Chișinău — The Organization for Entrepreneurship Development (ODA) held today in Chișinău a training event dedicated to the development of “Renewable Energy Communities,” organized within the framework of the European project “REC4SMEs - Supporting SMEs through Renewable Energy Communities,” financed by the European Union through the Single Market Programme.
The event brought together representatives of central and local public authorities, international energy experts, entrepreneurs, support organizations, and development partners involved in promoting energy efficiency and the green transition in the Republic of Moldova.
Natalia Selevestru, State Secretary of the Ministry of Economic Development and Digitalization, highlighted the strategic role of SMEs in the process of sustainable economic transformation:
“The green transition of the economy cannot take place without the active involvement of small and medium-sized enterprises. Energy communities offer entrepreneurs the opportunity to cooperate, improve energy consumption efficiency, and contribute to the development of a modern, sustainable economic model aligned with European objectives.”
In turn, Carolina Novac, State Secretary of the Ministry of Energy, emphasized the impact of energy communities on energy security and local independence:
“Renewable Energy Communities represent an important instrument for strengthening energy security and accelerating the green transition. These initiatives enable the local production and consumption of renewable energy, contributing to cost reduction and increased energy independence for communities and businesses.”
During his speech, ODA Director Vadim Codreanu underlined the importance of developing energy communities in order to strengthen SME competitiveness and reduce their energy vulnerability:
“Renewable Energy Communities represent a practical solution through which SMEs can reduce energy costs, become more resilient, and more competitive. Through the REC4SMEs project, we aim to provide entrepreneurs with concrete tools, expertise, and functional models that will accelerate the transition toward green energy and sustainable development.”
During the working sessions, the objectives and results of the REC4SMEs project were presented, along with experiences and best practices from the Republic of Moldova, Romania, Slovenia, and Italy regarding the implementation of energy communities.
In addition, the training sessions addressed aspects related to the legislative framework, technical solutions, and operational models necessary for the development and implementation of Renewable Energy Communities.
Participants also discussed the call launched within the project for identifying pilot Renewable Energy Community initiatives dedicated to SMEs from the agri-food and retail sectors.
Within the call, three pilot communities will be selected, each benefiting from specialized support and vouchers worth up to EUR 20,000 for the development of the technical, legal, and organizational solutions necessary for establishing the energy communities.
The REC4SMEs project is implemented by an international consortium of partners from the Republic of Moldova, Romania, Slovenia, and Italy, coordinated by ODA, and aims to develop 12 Renewable Energy Communities at the international level, including three in the Republic of Moldova.
The total project budget amounts to EUR 938,000, of which ODA will manage EUR 246,000.
