Partnership between ODIMM and FNGCIMM in Romania The Organisation for the Development of the Small and Medium-sized Enterprises Sector in Moldova (ODIMM) is strengthening its external relations in order to gain both experience in the implementation of entrepreneurial financial support programmes and mechanisms and the adoption of good corporate governance practices in the institutional reform process. Thus, following the visit to Bucharest from 7 to 8 July 2022 of ODIMM representatives and the working meetings held with representatives of the National Credit Guarantee Fund for Small and Medium-sized Enterprises S.A-IFN (FNGCIMM) in Romania, the 2 parties, represented by Mr Dumitru Nancu – Director General of FNGCIMM and Mr Dumitru PÎNTEA – ODIMM Interim Director, expressed their willingness to draw up a Bilateral Action Plan by signing a Joint Declaration, their intention to conclude a Bilateral Partnership Agreement, in compliance with the procedural steps necessary for the approval of the Inter-Institutional International Agreement.
“On the basis of the privileged relations between Romania and the Republic of Moldova, the common international vocation, the similar institutional profile of FNGCIMM and ODIMM, as well as the specific activities carried out by the institutions we represent, we hereby express our intention of twinning to work together on multiple fronts, both in terms of the business and strategic objectives that each organisation pursues and in order to increase the international representation of the two institutions.”, said Mr Dumitru Nancu, Director General of FNGCIMM.
“The transfer of the FNGCIMM experience is very important for ODIMM, especially in the context of the Republic of Moldova having recently been granted the status of candidate country for accession to the European Union. This cooperation agreement will enable us to capitalise on the knowledge accumulated by our Romanian colleagues during their accession to the EU, thus ensuring a more efficient way of supporting SMEs financially and a high absorption rate of European funds’, declared Mr Dumitru PÎNTEA
Future activities, as enshrined in the Bilateral Partnership Agreement, will focus in particular on: exchange of expertise and best practices, identification of programmes and projects for the development of the SME sector in Romania and the Republic of Moldova. The two institutions will strengthen exchanges of experience in developing services and programmes for the entrepreneurial sector, building on the successful programmes carried out by the Romanian authorities SME INVEST and AGRO, SME PROD, etc., as well as cooperation with international organisations, in particular AECM – the European Association of Guarantee Institutions. To this end, in his capacity as Vice-Chairman of the AECM, Mr Dumitru Nancu will support the ODIMM membership proposal in Vienna at its General Assembly on 14-17 September 2022 in Vienna.
The Organisation for the Development of the Small and Medium-sized Enterprises Sector in Moldova (ODIMM) is a public institution under the Ministry of Economy with the mission of supporting the development of entrepreneurship in the Republic of Moldova from the start of a business to its internationalisation. ODIMM manages the Credit Guarantee Fund, created from state budget resources, which aims to support SMEs in accessing financial resources from banking institutions.
The main activity of the Romanian National Credit Guarantee Fund for Small and Medium-sized Enterprises (FNGCIMM) is to issue guarantees and make commitments to guarantee credit and other financing instruments that can be obtained by small and medium-sized enterprises in Romanian commercial banks.
This study visit was carried out under the EU-funded Rural SME Policy Support Window (EuropeAid/138868/DH/SER/MD-Relaunch) technical assistance project.
