ODA Guarantees Facilitated Loans of Approximately MDL 1.27 Billion and Supported Investments of Over MDL 1.81 Billion in the First Nine Months of 2026
12 October 2026, Chișinău – During January–September 2026, the Credit Guarantee Fund (CGF), managed by the Organization for Entrepreneurship Development (ODA), issued financial guarantees worth over MDL 539 million. These guarantees facilitated access to loans amounting to approximately MDL 1.27 billion for enterprises and supported investment projects worth over MDL 1.81 billion.
The results confirm the role of guarantee mechanisms in facilitating access to finance for small and medium-sized enterprises, particularly companies that lack sufficient collateral of their own to obtain bank loans.
Results of the Guarantee Mechanisms
During the first nine months of 2026, financing was facilitated through two mechanisms:
- Individual guarantees – 363 financial guarantees were issued, totaling approximately MDL 458 million, facilitating loans of around MDL 1.15 billion and supporting investments of approximately MDL 1.67 billion.
- Loan portfolio guarantees – guarantees worth approximately MDL 81 million were provided, facilitating financing of MDL 117 million and supporting investments totaling approximately MDL 140 million.
In the third quarter of 2026 alone, 100 financial guarantees were issued through the individual guarantee mechanism, totaling approximately MDL 178 million, facilitating loans of around MDL 394 million and investments of MDL 573 million.
During the same period, the loan portfolio guarantee mechanism enabled the provision of guarantees worth MDL 19 million, facilitating financing of over MDL 29 million and investments of MDL 36 million.
Economic Sectors Supported
- Beneficiary companies operate in various sectors of the economy. Trade accounts for approximately 33%, followed by agriculture at around 29%. Other beneficiary sectors include manufacturing, construction, transportation, and storage.
- The financed projects focus on modernizing production processes, expanding operational capacities, and strengthening enterprise competitiveness.
Guarantee Solutions for Entrepreneurs
ODA provides enterprises with two guarantee products:
- IMM GARANT, intended for enterprises operating in eligible economic sectors, excluding the agri-food sector, offers a guarantee coverage of up to 80%.
- AGRO GARANT, intended for enterprises in the agri-food sector, offers a guarantee coverage of up to 70%.
Through these products, enterprises can benefit from financial guarantees of up to MDL 20 million to access loans for investments or financing their current operations.
From the launch of these products until 30 September 2026, 203 guarantees totaling approximately MDL 284 million were issued through IMM GARANT, while 39 guarantees totaling approximately MDL 64 million were issued through AGRO GARANT.
Additionally, the loan portfolio guarantee mechanism allows eligible loans to be included directly in the guaranteed portfolios of partner financial institutions, without requiring individual approval of each guarantee by ODA. This mechanism simplifies access to financing for enterprises that lack sufficient collateral of their own.
Statement by ODA Management
"Access to finance remains one of the major challenges for small and medium-sized enterprises, particularly when they lack sufficient collateral to obtain bank loans. Our priority is to strengthen the effectiveness of these instruments, simplify access to them, and increase the number of enterprises that can benefit from financial guarantees," stated Vadim Codreanu, Director of ODA.
The Credit Guarantee Fund is managed by ODA, while the resources allocated for issuing guarantees come from the state budget and financing provided by the World Bank Group.
