ODA and OECD develop modern tools to measure the impact of SME programmes
24 June 2025, Chisinau — ODA continues to strengthen its capacity to monitor and evaluate tools dedicated to the business environment, in partnership with the OECD, through the project ‘EU4Business: Strengthening trade and competitiveness in the Eastern Partnership (ETAC) countries’, implemented by the OECD and the International Trade Centre (ITC).
At the second workshop held in Chisinau, OECD experts and representatives of national institutions analysed and developed the evaluation framework for the SME CREȘTEM tool, using the Theory of Change methodology. It is a modern tool for measuring the real impact of public policies and programmes.
- We analysed the intended results, performance indicators and key assumptions of the intervention;
- Opportunities to improve monitoring and evaluation mechanisms have been identified;
- OECD-DAC international standards have been applied for the ex-ante evaluation of programmes.
At the beginning of the event, the Director of ODA, Vadim Codreanu, stressed the importance of strengthening institutional capacities to monitor and evaluate business support programmes, appreciating the support provided by the OECD in this process.
“For ODA, it is equally important to measure the impact of our programmes, as it is to implement them. Each support instrument must respond to a real need of entrepreneurs and generate concrete results for the economy. Working with the OECD helps us strengthen our institutional capacity for monitoring and evaluation so that our decisions are based on international data, evidence and best practices’, said Vadim Codreanu.
The workshop brought together representatives of ODA, the Ministry of Economic Development and Digitalisation, the Delegation of the European Union to the Republic of Moldova, the National Institute for Economic Research and OECD experts.
