June 17, 2026, Chișinău – The Organization for Entrepreneurship Development (ODA) and the National Bank of Moldova (NBM) have signed a Cooperation Protocol establishing the framework for collaboration between the two institutions in promoting financial education, increasing financial inclusion, and supporting the digital transformation of the entrepreneurial environment in the Republic of Moldova.

The document sets out the framework for cooperation between NBM and ODA in organizing training, information, and awareness-raising activities aimed at developing financial and digital skills, promoting modern financial services, and fostering financial inclusion among entrepreneurs and businesses in the Republic of Moldova.

The cooperation focuses on promoting financial education and responsibility, while supporting entrepreneurs in accessing and effectively using financial services that best meet the needs of their businesses.

Vadim Codreanu, Director of ODA, emphasized the importance of developing financial and digital competencies for sustainable business growth:

"In a modern economy, business success no longer depends solely on access to financing, but also on entrepreneurs’ ability to understand and effectively use financial and digital tools. Through this partnership with the National Bank of Moldova, we aim to provide entrepreneurs with the knowledge and skills needed to make informed financial decisions, adopt modern payment solutions, and grow their businesses in an increasingly digitalized economic environment. We firmly believe that investing in financial and digital education is a direct investment in the competitiveness and resilience of enterprises in the Republic of Moldova."

For her part, Anca Dragu, Governor of the NBM, underlined that financial education, financial inclusion, and payment digitalization are essential components of a modern, secure financial sector oriented toward the needs of people and the real economy:

"For a central bank, financial stability means people and businesses that understand, access, and responsibly use financial services. Through this partnership with ODA, we will bring financial education closer to entrepreneurs, small and medium-sized enterprises, and self-employed individuals. Modern payment instruments, such as the MIA Instant Payments system developed by the NBM, directly contribute to improving economic efficiency, reducing costs, and increasing transparency. The NBM supports a secure, accessible, and innovative financial ecosystem, where digitalization goes hand in hand with trust, responsibility, and user protection."

The bilateral partnership provides for the organization of training sessions, workshops, conferences, round tables, and other activities designed to ensure broad access for entrepreneurs to information and educational resources. At the same time, NBM and ODA will cooperate in the development and dissemination of educational modules, including digital ones, covering topics such as financial education, digital banking services, payment security, and the use of modern payment instruments.
