ODA and development partners: Key support for Moldovan SMEs
18 February 2025, Chisinau — The organisation for the development of entrepreneurship in collaboration with the Ministry of Economic Development and Digitalisation held, in a spirit of transparency, the meeting of development partners. The objectives of the event were to strengthen international collaboration, present the achievements of the previous year and announce the strategic directions for 2025.
The event was attended by all ODA partners, including representatives of the European Union delegation, German Development Bank (KfW), GIZ, Polish Development Bank (BGK), Japonese International Cooperation Agency (JICA), World Bank Project Implementation Unit, UMAEF.
The agenda of the meeting included presentations and debates focused on the evaluation of the current cooperation framework and the definition of strategic directions for the future.
The event was opened with a welcome speech by Vice Prime Minister Dumitru Alaiba, who stressed the importance of continuous collaboration in stimulating entrepreneurship and ensuring sustainable economic growth.
“Due to the support provided by international organisations and development partners, thousands of entrepreneurs and small and medium-sized enterprises have benefited from funding, advice and training programmes, thus strengthening the competitiveness and resilience of our business environment. Through these strategic partnerships, strengthen the business environment, facilitate access to finance for SMEs and support digitalisation and the green transition. We are committed to continuing this collaboration, developing new support mechanisms and turning challenges into opportunities.

Also at the event, Vadim Codreanu, Director ODA, gave a speech but also a presentation on the state of play of the institution’s activities, highlighting the progress made and the prospects for development.
“Continuous and transparent communication is a fundamental principle of successful partnerships. This meeting is an important opportunity to assess progress and establish new commitments for future development. Each supported initiative and each resource invested in entrepreneurship in the Republic of Moldova contribute to building a stronger economy. We are deeply grateful to every partner for the trust and support provided, and we reaffirm our commitment to turn these resources into concrete business opportunities’, declared Vadim Codreanu.
Representatives of development partners also showed their openness and commitment to strengthening bilateral and multilateral relations. They stressed the importance of continued and effective collaboration in achieving common objectives.
We recall that ODA benefits from substantial financial support from the European Union thanks to a grant agreement of EUR 8 million signed in May 2023 under the EU SME project.
In March 2024, the Financial Agreement was signed for the implementation of the project “The SME Development Facility of Moldova”, which provides for a financial contribution of EUR 10.7 million (non-repayable assistance) from the Government of the Federal Republic of Germany via the German Federal Ministry for Economic Cooperation and Development and the German Development Bank (KfW).
Over the past five years, ODA has also benefited from the significant support of the German International Cooperation Agency (GIZ) Moldova. A relevant example is the agreement for the SME Digitisation Tool, which provided financial support of around EUR 200000, but also the support to the implementation of the Small Producer Support Programme with a budget of EUR 160000.
