KfW Delegation’s progress monitoring mission to ODA strengthens the implementation of the “SME Development Facility in Moldova” project
20 March 2026, Chișinău - From March 17 to 20, the delegation of the German Development Bank (KfW) carried out a progress monitoring mission within the “SME Development Facility in the Republic of Moldova” project, financed by the German Government through the German Development Bank (KfW).
As part of the KfW mission, meetings were held with the team of the Entrepreneurship Development Organization (ODA), in its capacity as the Project Executing Agency, the Ministry of Economic Development and Digitalization, the Ministry of Finance, and experts from the Frankfurt School of Finance & Management, acting as implementation consultant for the project.
During the discussions, ODA presented the progress of the refinancing mechanism developed and launched on the market under the “FACEM Impact” financing product, part of the “SME Development Facility in Moldova” project, designed to support small and medium-sized enterprises in the Republic of Moldova.
Two field visits were also organized to the first beneficiaries who accessed loans under the “FACEM Impact” financing product.
The first visit took place at the "AXIMA GRUP" S.R.L. company from Chișinău, that operates in the wholesale trade of hardware equipment and supplies for heating installations and water supply systems. The financing was accessed from the partner bank Victoriabank and is intended for the expansion of operations through the purchase of a real estate asset necessary for the production of water pumping and chlorination stations, as well as for the storage of inventory.
The second visit of the delegation took place at the "POIANA CODRILOR" S.R.L. company from Ulmu village, Ialoveni district, known as "Poiana Winery". The financing was accessed from the partner bank BC MAIB S.A. The financial resources from the "FACEM Impact" financing product will be used to modernize the production process through the purchase of a bottling line and a wastewater treatment plant.
Hille Henebry, Head of the Sustainable Economic Development and Education Division at KfW, highlighted the role and importance of the project in stimulating economic development in the Republic of Moldova.
“We are pleased to see that this project is delivering tangible results, with the first beneficiaries accessing „FACEM Impact”. At the same time, the growing interest from the business community reaffirms the relevance and timeliness of this instrument. In the current context, marked by multiple challenges, improving access to finance for small and medium-sized enterprises is essential, for supporting investments, sustaining and creating jobs, and strengthening economic resilience”.
ODA Director, Vadim Codreanu, emphasized the importance of Moldovan-German cooperation for the development of the entrepreneurial environment:
„Improving the business environment, creating jobs, and, implicitly, offering Moldovan youth a perspective to stay in their home country is one of the main objectives of the Moldovan-German cooperation for development. In this regard, access to finance plays a key role in the development of SMEs, particularly those led by women. We will continue to work toward achieving the commitments set out in this partnership.”
Entrepreneurs can access the “FACEM Impact” financing product for investments, benefiting from loans of up to 5 million lei, with fixed interest rate starting at 4%, with a repayment period of up to 10 years, negotiated with the partner bank. They can also negotiate a grace period for the repayment of the investment loan and benefit from VAT exemption, with the right to deduct for goods and services paid from the loan account.
