Interest-compensation mechanism for investment loans accessed by entrepreneurs launched
The Ministry of Economy and the Organisation for the Development of Entrepreneurship (ODA) presented the online platform and the partial interest compensation mechanism on loans accessed by SMEs for investment purposes in a press conference. Thus, small and medium-sized enterprises can apply to the Entrepreneurship Development Organisation for the compensation of interest on investment loans taken up to August 01, 2022 from banks, Non-Bank Credit Organisations (NAO) or Savings and Loans Associations (AEL).
Minister of Economy Dumitru Alaiba stressed that in this complicated period entrepreneurs must be protected and the debt of the state must be with them.
“We are going through an uncertain period and these complications are weighing on entrepreneurs, especially when an entrepreneur has taken out a loan without knowing what to do next. It is now facing rising costs on bank loans. We are aware of this problem and it is the duty of the state to stand with entrepreneurs, especially the most vulnerable. Entrepreneurs must feel that the state is on their side ", said Minister for Economic Affairs Dumitru Alaiba.
The Minister also mentioned that the tool is an online one, the registration procedure takes no more than 15 min and the response from ODA takes a few days.
According to the ODA Director Dumitru Pîntea, claims for compensation can be submitted online on compensation.oda.md until 28 February 2023.
‘ODA will offset 2 percentage points of the interest on loans for the period from August to December 2022, and the cumulative amount of compensation will not exceed RON 300 per economic operator. RON 200 million is earmarked for this from the state budget.
The beneficiaries of the compensation may be companies classified under the terms of Law 179/2016 with regard to small and medium-sized enterprises, hold an investment loan with an active balance as at 1 August 2022, which was taken out for a period of at least 24 months and is classified in the risk category ‘Standard’, or ‘supervised’.
Fees and payments charged by the Lender for the examination of the file, granting, servicing of the credit, early payment, penalties, default interest and payments other than interest shall not be subject to compensation.
Claims for compensation can be submitted in online format by https://compensatii.oda.md/giving details of the undertaking, the creditor’s certificate and a copy of the credit agreement. The compensation shall be paid monthly, in the month following acceptance of the application and approval of the beneficiary status, using the support of the Agency for Electronic Government (AGE) through the MPay mechanisms which ensure that the money can be transferred quickly.
