April 16, 2026, Chișinău – In the first three months of the year, through the Government Investment Stimulation Program 373, managed by the Organization for Entrepreneurship Development (ODA) via the Fund for Entrepreneurship and Economic Growth of Moldova (FACEM), 136 companies accessed preferential loans totaling 567.8 million lei, which will generate investments in the economy amounting to 893.5 million lei. Currently, more than 1,500 people are employed within these companies, and during the implementation of the investment projects, the creation of over 400 new jobs is estimated.

Since the program’s launch in the summer of 2023 and up to the present, 1,726 loans have been granted to 1,206 beneficiaries, with a total value of 5.06 billion lei, generating investments of 7.3 billion lei in the national economy.

Of the total beneficiaries, 36% of companies will invest in the energy production and supply sector, 16% in the manufacturing industry, and 12% in the transport and storage sector, with the remainder distributed across other areas of the economy.

At the same time, through FACEM, ODA manages the financing product FACEM Investments BGK, through which an additional 9 companies accessed financing of over 22 million lei, contributing to the generation of investments worth 77 million lei in the economy. Within these companies, 155 people are employed, and during the implementation of the investment projects, the creation of another 8 jobs is estimated. One year after the launch of this product, 61 companies have benefited from total financing of 117.1 million lei, which will generate investments of nearly 240 million lei in the economy.

Through the FACEM Investments BGK product, entrepreneurs can submit loan applications to partner banks in the country and access financing with a fixed interest rate for the entire loan period of 5.5% in lei. This financial instrument is supported by the European Union in the Republic of Moldova, managed by Bank Gospodarstwa Krajowego (BGK), and implemented by the Government of the Republic of Moldova, in partnership with ODA and Solidarity Fund PL in Moldova.

At the same time, ODA also manages the recently launched FACEM Impact financing product, through which financing decisions totaling 15.2 million lei have been issued for 4 companies, involving investments of 27.8 million lei in the economy. Currently, 76 people are employed within these companies, and during the implementation of the investment projects, the creation of an additional 10 jobs is estimated. Through the FACEM Impact financing product, entrepreneurs can access financing of up to 5 million lei, with a fixed interest rate starting from 4%, a repayment period of up to 10 years, and VAT exemption for goods and services purchased from the loan.

The “FACEM Impact” financing product is part of the “SME Development Facility in Moldova” project, financed by the Government of Germany through KfW.
