24 November 2025, Chisinau 979 entrepreneurs across the country have accessed advantageous credit, developing business that contributes to economic stability and creating new opportunities for communities. More than 14800 persons are active in companies implementing investment projects financed by Government Programme 373, which intend to create another 3.077 jobs, thus strengthening the impact of the programme on the labour market and the national economy.

The total value of loans exceeded lei 4 billion, while investment in the domestic economy reached lei 6 billion.

This money has been directed towards the development of small and medium-sized micro-businesses, thus strengthening an essential segment of the economy and giving entrepreneurs the chance to expand their business and create new, well-paid jobs here at home.

The geographical distribution of investment projects covers all country raios. The highest value of investment is recorded in Chișinău, where investments in amount of lei 2.566 billion were made. The Centre’s region was lei 1.892 billion, ahead of the North region, in which investments amounted to lei 965 million. In the South region, the volume of investment amounts to lei 347 million and lei 233 million in UTA Găgăuzia.

The diversity of the sectors in which these investments have been made demonstrates the impact of the programme on energy production and supply, which attracted 37 % of the total value of projects, manufacturing – 18 % and transport and storage 13 %. Significant investments were also made in health, education and leisure.

Launched in July 2023, the 373 programme has constantly evolved to meet the needs of entrepreneurs. Access to finance has been extended and procedures have been simplified. Currently, SMEs in sectors such as trade (except those trading alcoholic beverages and tobacco) and the maintenance of motor vehicles can access finance more easily.

The maximum amount of credit has been increased from 15 to 40 million lei and the possibility to finance the purchase of raw materials and materials necessary for the production or provision of services is now up to 30 % of the value of the investment project. In addition, the maximum guarantee ceiling was increased from 40 % to 80 % of the loan amount through the Credit Guarantee Fund.

In summer this year, the Government extended the Investment Incentive Programme “373” until 2028. The Government Decision also introduces a series of technical adjustments aimed at speeding up the process of assessing and approving investment projects, thus contributing to their faster and more efficient implementation.

A major change is the possibility for entrepreneurs to combine the loans granted under the “373” programme with other forms of non-repayable financial and non-financial support managed by the Organisation for the Development of Entrepreneurship.
