Financing provided through FACEM increased by more than 40% in Q2: ODA accelerates investment and business development in the Republic of Moldova
July 3, 2026, Chișinău – The Organization for Entrepreneurship Development (ODA) continues to accelerate investments in the economy of the Republic of Moldova through the Entrepreneurship and Economic Growth Fund of Moldova (FACEM).
During the second quarter of 2026, entrepreneurs accessed financing totaling more than MDL 849.6 million through the financing products managed by ODA, compared to MDL 605 million in the first three months of the year, representing an increase of more than 40%.
This growth was driven primarily by the Government Investment Incentive Program 373, which delivered significantly stronger results than in the previous quarter. Between April and June 2026, 159 companies obtained preferential loans totaling MDL 795.6 million, compared to 136 companies that contracted MDL 567.8 million during the first quarter.
The value of financing increased by nearly MDL 228 million, while the investments generated in the economy rose from MDL 893.5 million to approximately MDL 1.5 billion, representing an increase of more than 67%.
The economic impact of investments supported through Program 373 is also reflected in the labour market. Compared to the first quarter, beneficiary companies reported a significant increase in the number of employees, from more than 1,500 to over 2,747. At the same time, the job creation potential strengthened, with estimates indicating more than 590 new jobs, compared to over 400 projected during the first three months of the year.
Since the launch of Program 373 in the summer of 2023, a total of 1,970 loans have been granted to 1,347 beneficiaries, amounting to MDL 5.8 billion and generating MDL 8.7 billion in investments in the national economy.
The other financing products managed through FACEM also contributed to these positive results. Through FACEM Sustainable Investments BGK, 10 companies received financing exceeding MDL 14.5 million during the second quarter, generating estimated investments of MDL 20.9 million. During the first quarter, 9 companies benefited from financing through this instrument, obtaining more than MDL 22 million in loans and generating MDL 77 million in investments. As of the end of the second quarter, the total number of FACEM Sustainable Investments BGK beneficiaries reached 64 companies, with cumulative financing amounting to MDL 122.3 million and estimated investments of nearly MDL 245.7 million.
The FACEM Impact financing product, launched at the beginning of this year, is attracting growing interest from the business community. Following the approval of the first financing decisions in March, the product continued to gain entrepreneurs' confidence during the second quarter, when financing decisions totaling MDL 39.5 million were approved for 18 companies, generating estimated investments exceeding MDL 59.8 million. Overall, during its first months of implementation, FACEM Impact facilitated financing for 22 companies, amounting to MDL 54.7 million, contributing to the mobilization of approximately MDL 87.6 million in investments.
At the same time, during the second quarter of 2026, ODA, in cooperation with the Ministry of Economic Development and Digitalization, launched the new financing instrument "Fund of Funds through a First Loss Tranche", through which the Government of the Republic of Moldova aims to expand access to alternative sources of financing for small and medium-sized enterprises, as well as innovative start-ups. The instrument is designed to develop the investment market and stimulate the attraction of private capital into the national economy.
As part of this initiative, the call for selecting the first investment partner to participate in the implementation of the mechanism was recently launched.

The FACEM Sustainable Investments BGK financing product is supported by the European Union, managed by Bank Gospodarstwa Krajowego (BGK), and implemented by the Government of the Republic of Moldova in cooperation with ODA and Solidarity Fund PL in Moldova.
The FACEM Impact financing product is part of the "SME Development Facility in Moldova" project, financed by the German Federal Ministry for Economic Cooperation and Development (BMZ) through the German Development Bank KfW.
