Extension of the deadline for submission of the Concept Notes for the State Programme for the Establishment and Development of Industrial Parks
Chisinau, 25 March 2026 The Public Institution Organisation for Entrepreneurship Development (IP ODA), as the Implementation Unit of the State Programme for the Establishment and Development of Industrial Parks, informs potential applicants of the decision of the Programme Steering Committee to extend the deadline for receipt of concept notes.
In order to give all interested subjects time to prepare quality projects, we would further inform you that concept notes can be submitted within 15 calendar days, starting from 25 March 2026, up to and including April 08, 2026.
In order to ensure the adaptation of the national economy to regional and global changes, Government Decision No 493 of August 06, 2025 approved State programme for the establishment and development of industrial parks (hereafter: Program), and as the Programme Implementation Unit has been designated Public Institution Organisation for Entrepreneurship Development (hereafter: IP ODA).
The main purpose of the Programme is the creation and development of the technical and production infrastructure of industrial parks established or to be established on public property, in accordance with the provisions of Law No 182/2010 on industrial parks. The programme aims to build on and extend the results achieved under the Pilot programme for the creation of multifunctional industrial platformsapproved by Government Decision No 748/2020, by further promoting measures aimed at developing regional technical and production industrial infrastructure of different categories.
To achieve the aim, this Programme has the following specific objectives:
The creation and development of technical and production infrastructure for industrial parks by building on best practices and lessons learned;
Support for local and regional authorities in setting up new industrial parks;
To facilitate sustainable partnerships between public authorities and businesses in the process of regional industrialisation;
To increase the investment attractiveness of regions, in particular the less developed ones.
Programme applicants are the subjects defined in Article 6 (1) (a), (b) and (e) of Law No 182/2010in particular:
central specialised public administration bodies;
b) local public administration authorities, including the autonomous territorial unit of Gagauzia;
e) higher education institutions.
The programme defines three intervention schemes for which support is to be provided for the establishment and development of industrial parks.
Thus, the regime new industrial parks — Procedure Iit allows for the identification and selection of land for the creation of new industrial parks. Subjects defined in the Programme, may apply for feasibility studies to assess viability, identify challenges, inform the decision on the establishment of a new industrial park. The conditions for applicants for Regime I are that the subjects own the land that meets the requirements of the Programme.
Partially developed industrial parks regime — Procedure IIit allows the application to the programme of subjects who own the land, established the park management entity and obtained the title of industrial park in accordance with Law No 182/2010. The existence of a memorandum of collaboration concluded with the Implementation Unit under the pilot programme for the creation of multifunctional industrial platforms, approved by Government Decision No 748/2020, constitutes an advantage in the selection process.
Strengthening the technical infrastructure of industrial parks: Regime IIIallows subjects to apply to the Programme, regardless of the stage of development (new or partially developed) to strengthen the technical and production infrastructure.
In order to ensure smooth coordination of procedural flows, with a view to launching the call for applications to the Programme, we would like to inform you of the possibility of preparing in advance, for application, the concept notes which can be accessed on the following page: IP ODA.
To this end, the IP ODA informs you of its availability and openness to provide any consultations and clarifications that may arise during the application preparation process.

The assessment of the concept notes will be carried out by the Programme Steering Committee after the deadline for submission, in line with the provisions of the Programme and the Operational Manual.
After assessment of the concept notes, based on the approved ranking, the selected applicants will submit complete applications and sign memoranda of collaboration, and within the available Programme budget, the Implementation Unit – IP ODA – will ensure the implementation of the investment activities.
