New measures to support citizens and businesses
The Moldovan government has assumed responsibility for the draft law establishing additional measures to support citizens and entrepreneurship during the state of emergency and amending some legislative acts.
The main proposals included in the draft law are:
• Increase in unemployment benefits, with a proposed minimum amount of RON 2775;
• Granting unemployment benefit in the amount of RON 2775 for persons who register as unemployed but who do not meet the criteria for granting unemployment benefit (extension of the categories of beneficiary persons);
• Supporting disadvantaged families by:
(1) increase the guaranteed minimum monthly income from RON 1107 to RON 1300 during the state of emergency;
(2) increase the amount of the guaranteed minimum monthly income for each child from 50 % (RON 553) to 75 % (RON 975).
• Subsidising expenses related to pay/allowances in case of short-time work or parking, 100 %/60 % taxes and contributions related to paid salaries/allowances, depending on the reason for stopping work;
• Exemption from patent-related payments for patent-holders who ceased their activity during the state of emergency;
• Refund of social security contributions of a fixed amount for patent-holders, self-employed persons, individual entrepreneurs who ceased their activity during the state of emergency;
• Reducing the VAT rate from 20 % to 15 % for the HORECA sector;
• Postponing until 25 July the deadline for the payment of local fees for economic operators who have ceased their activities in accordance with Commission Decisions Exceptional situations;
• Strengthening the income of the Fund for Social Support for the Population, etc.
The project has been published by the Ministry of Finance and the implementation of these measures will require an additional allocation of 816 million. LEI.
