15 January 2026, Chisinau — Credit Portfolio Guarantee Facility, managed by Credit Guarantee Fund under ODA, it facilitates entrepreneurs’ access to funding from partner banks, especially in situations where a lack of pledge or insufficient credit history is a challenge.

With this mechanismeligible loans are included directly in a guaranteed portfolio without additional approval steps, which significantly reduces processing time and allows faster access to the financial resources needed for business development.

The examination of the loan applications is now carried out by the bank according to internal procedures and disbursement can take place immediately if the eligibility criteria of the facility are met.

Entrepreneurs can therefore apply for guaranteed loans directly with the Facility’s partner banks, i.e. BC “MAIB” SA, OTP Bank SA and BC “Victoriabank” SA.

Capped portfolio guarantees with a guarantee share of up to 80 % and uncapped portfolio guarantees with a guarantee share of up to 50 % are available under this instrument. Guarantees can cover both pledged and unpledged loans and the maximum amount of a guaranteed loan can reach RON 5 million, EUR 250 thousand or USD 250 thousand.

Since spring 2025, the Loan Portfolio Guarantee Facility has mobilised RON 16.53 million in guarantees, supporting loans totalling RON 23.30 million, which will generate investments of almost RON 23.30 million and have facilitated the financing of 22 companies, through a portfolio of 20 current loans and 2 investment loans.

In 2025, the activity of the Credit Guarantee Fund, ODA, generated a real impact on the economy, with the average value of a guarantee amounting to RON 1.07 million and the average value of the guaranteed loan amounting to RON 2.94 million.
