Closer to funding, closer to development: ODA launches AGRO GARANT and promotes SME GARANT
16 June 2026, Chisinau — On the occasion of Entrepreneurship Day, the Organisation for Entrepreneurship Development (ODA), with the support of the Ministry of Economic Development and Digitalisation and partner financial institutions, launches the guarantee product AGRO GUARANTORavailable through the individual guarantee facility managed by the Credit Guarantee Fund.
The instrument is intended for entrepreneurs carrying out or intending to carry out activities in primary agriculture and the food industry, providing financial guarantees that reduce the need for pledge and increase the chances of obtaining credit.
Through AGRO GARANT, entrepreneurs can benefit from guarantees of up to 70 % of the loan amount, depending on the business profile and investment area, with the maximum guarantee amount of up to RON 20 million for investment loans and RON 5 million for working capital financing.
Particular attention shall be paid to businesses founded and run by young people and women, as well as start-ups, which benefit from advantageous guarantee conditions for making the investments needed to develop and modernise their business.
The mechanism is simple and accessible: the entrepreneur applies for financing directly to one of the partner financial institutions, with a single application for the guarantee.
The event also featured SME GUARANTORguarantee product launched by ODA two months ago. The instrument brings together in a single and flexible mechanism the guarantee solutions previously run by the institution and aims to facilitate micro, small and medium-sized enterprises’ access to finance for investments and day-to-day activities.
Through SME GARANT, entrepreneurs can benefit from financial guarantees of up to RON 20 million, with guarantee rates of up to 80 %, depending on the field of activity and the destination of the loan. The product supports investments in modernisation, digitalisation, energy efficiency, production expansion and export-oriented business development, helping to reduce barriers to access to finance and boost economic growth.
“Access to finance is one of the most important conditions for developing a business and turning entrepreneurial ideas into concrete investments. Through the guarantee products AGRO GARANT and SME GARANT, ODA enables companies to overcome barriers related to the lack of sufficient guarantees and to access the resources needed for modernisation, expansion and growth. We want more and more entrepreneurs to invest in new technologies, create jobs and develop competitive businesses that help strengthen Moldova’s economy. In this process, partnership with the financial sector remains essential to turn the growth potential of SMEs into sustainable economic outcomes’, said Vadim Indoitu, Deputy Director of ODA.
Between 2022 and 2026, the ODA Credit Guarantee Fund granted 2 563 individual guarantees amounting to RON 2,643 billion, which generated more than RON 8,047 billion of investment in the economy.
