Public Institution Organisation for Entrepreneurship Development announces competition for Senior Specialist/Senior Specialist Fund of Funds

IP ODA’s mission is to implement the State’s policy on supporting the development of entrepreneurship, including small and medium-sized enterprises, in accordance with the strategies and programmes approved by the Government.

Purpose and core tasks as per job description: 

Purpose of the function: Ensuring operational, technical and analytical support for the implementation, monitoring and reporting of the activities related to the Fund of Funds financial instrument, in accordance with the legal framework and institutional requirements of ODA.

Core tasks of the function:

• Contribute to the development of the funding product and related technical documentation.
• Participate in the organisation and conduct of the processes for selecting, evaluating and contracting partners;
• Participate in the process of eligibility checks and assessment of candidates.
• Monitor the implementation of products and contracts in the managed domain.
• Collect and analyse reports submitted by investment partners.
• Manage and keep up to date the records and databases related to the field of activity.
• Provide information and methodological support to investment partners and other stakeholders.
• Participate in the preparation of analyses, reports, procedures and other working documents.
• Participate in the preparation of documentation required for audits, evaluations and reporting activities.

Type of employment: Indefinite period.

Conditions of application:

• Higher education in economics, finance, accounting;
• Financial experience, public funds or investment vehicles – minimum 1 year;
• Analytical, organisational, reporting and written communication skills;
• Basic knowledge of equity investments, risk-sharing mechanisms and economic indicators;
• Integrity and accountability in the management of sensitive information.
• Speaks Romanian;
• Proficiency in English level B1 (B2 is an advantage);
• good knowledge of Microsoft Office;
• While working in previous workplaces, has not infringed Article 7 (2) of Law No 325/2013 on the assessment of institutional integrity, except in cases where the person is in employment for the first time;
• Is not deprived by the court of the right to occupy certain functions or to exercise a certain activity in those functions and activities.

• skills in economic interpretation of a company’s phenomena and processes;
• ability to work as a team;
• people-to-people networking capacity;
• resistance to repetitive tasks and adaptation to changing tasks;
• planning and organisation of working time and compliance with deadlines;
• ability to produce analytical notes, risk reports, forecasts;
• excellent communication, negotiation and persuasion skills.

Working arrangements of the institution: 40 hours/week.

Monday-Friday, 8.00-17.00, lunch break: 12.00-13.00.

• copies of diplomas and certificates of completion of further training and/or specialisation courses;
• copy of the work record book (if applicable) and the certificate (s) relating to the work in the previous establishment, indicating the speciality, qualification, function, duration of work;
• the declaration on honour regarding the fact that, during the activity in previous workplaces, it did not infringe Article 7 (2) of Law No nr.325/2013 on the assessment of institutional integrity, except in cases where the person falls within the scope of work for the first time.
