Organisation for Entrepreneurship Development, in collaboration with Ministry of Economic Development and Digitalisationannounces the launch of the Call for Participation to select the first investment partner to implement the funding product “First loss tranche fund’. 

The initiative will expand the access of SMEs and technology start-ups with high growth potential to alternative sources of equity financing by contributing to the development of the Moldovan investment market, stimulating private investment and increasing the competitiveness of the national economy.  

Through this call, ODA is leveraging the Fund of Funds resources to attract private and institutional capital into the national economy, paving the way for a new stage in the development of the venture capital market. 

The financing product is based on the first-loss tranche mechanism, whereby the ODA contribution is used to mitigate investment risks assumed by private and institutional investors.  This mechanism allows for the mobilisation of additional financial resources and encourages the targeting of investments towards small and medium-sized enterprises with growth potential and technology start-ups that have difficulties in accessing traditional sources of finance. 

Thus, public funds are transformed into a catalyst for private investment, generating a multiplier effect of the capital available for the development of the Moldovan business environment.

The call is addressed to local, regional and international investment funds, investment management companies, alternative collective investment undertakings and other investment entities that meet the eligibility conditions set out in the Product and the tender documentation. 

The role of the selected investment partner will be to mobilise private and institutional capital, identify the final beneficiaries of the investments and manage the investment portfolio to achieve the minimum performance and return indicators.

Participation files can be submitted from 18 June 2026 to 16 September 2026, until 23: 59.
