The manufacturing industry is the main beneficiary sector, accounting for approximately 67% of approved projects, followed by agriculture at 15% and the information and communications technology sector at 10%. Other projects target tourism, healthcare, education, energy, transport, and services.

The planned investments focus on modernizing production capacities, improving energy efficiency, digitalization, developing innovative products and services, as well as launching and expanding businesses.

  • MDL 24.9 million comes from World Bank Group resources through the Project Implementation Unit for the Competitiveness Enhancement Project (PIUCEP);
  • MDL 19.8 million comes from the "Strong Businesses and Communities for Moldova" (SBC) project, under the component "Increasing the Energy Resilience of SMEs in the Republic of Moldova."

This component of the SDC project is implemented by ODA and GIZ, with funding from the German Federal Ministry for Economic Cooperation and Development (BMZ) and the Government of Switzerland.

In the third quarter of 2026, ODA also launched the "Export Accelerator" program, implemented with the support of the Government of the Republic of Moldova and the World Bank Group.

The program aims to support up to 250 small and medium-sized enterprises in accessing foreign markets through export capacity assessments, the development of individualized plans, mentoring, and specialized consulting services.

As of 30 September 2026, 116 companies had been approved for participation in the program, and export readiness assessment reports had already been prepared for 30 of them.

"Through our grant programs, we support enterprises in investing in modernization, new technologies, energy efficiency, and the expansion of production capacities. The 432 projects approved in the first nine months of the year envisage investments of nearly MDL 400 million and the creation of more than 2,300 jobs. For ODA, both the volume of funding provided and the results achieved by enterprises are important. Therefore, together with the institution's Council, we will continue to improve access to financing and assess the efficiency of public resource utilization," stated Vadim Codreanu, Director of ODA.

The Organization for Entrepreneurship Development (ODA) is a public institution established by the Ministry of Economic Development and Digitalization.
