Component I Information, training and business advice
For participation in Component I - Information, Training and Entrepreneurship Consultancy the applicant must meet the following eligibility criteria:
- young people aged between 18 and 35 inclusive;
- citizen of the Republic of Moldova.
The application to the training stage is made by submitting online the Application Form for the training courses, with the attachment of the copy of the identity card by the potential applicant.
Submission of the Application Form for the training courses is confirmed by automatic generation of the registration message for the entrepreneurial training activities. The registration message will be sent to the e-mail address of the potential applicant.

Component II Non-reimbursable financial support (grant)
Non-reimbursable funding offered through this stage is a maximum of 70% of the amount of the investment project, but will not exceed 200 000 lei, and the beneficiary's contribution will be a minimum of 30%.
To participate in Component II - Non-reimbursable financial support, the applicant must meet the following eligibility criteria:
- be aged between 18-35 years inclusive, citizen of the Republic of Moldova;
- to hold the certificate of participation in Component I of this Programme or another certificate of training in entrepreneurship, obtained in the framework of start-up programmes implemented by the Public Institution Organization for Entrepreneurship Development, issued no later than three years at the time of application to Component II of this Programme. This criterion is mandatory for applicants submitting investment projects on behalf of the natural person or a newly registered enterprise;
- own enterprise defined according to Article 4 of Law No 179/2016 on small and medium-sized enterprises, which has not registered economic activity for a period longer than 24 months or be an individual who intends to establish an enterprise within one month from the date of approval of the investment project;
- be a start-up entrepreneur as defined in this Programme.
Application to Component II of the Programme is made by submitting online the Application Form signed with qualified electronic signature by the applicant and the corresponding set of documents.

- Extract from the Register of Peasant Households (not older than 3 months at the time of submission)
- Peasant Household Registration Sheet
- Annual financial statements for the last fiscal period submitted to the NBS/ Unified fiscal report submitted to the SFS (for enterprises more than 12 months old)
- Price quotations containing technical specifications of the goods/services requested
- Documents confirming ownership or use: Lease contract /
- Lease agreement/ Lease agreement and others (if applicable)
- Certificate of participation in Component I of this Programme or another certificate of entrepreneurship training obtained in the framework of start-up programmes implemented by I.P. ODA, issued no later than three years after the date of application to Component II of this Programme (if applicable)
- Financial data on the Application Form
- Existing licenses and authorisations at the enterprise (if applicable)
- Other relevant documents (where applicable)

Component III - credit with grant portion
For Component III - credit with grant portion, the amount of the financial package granted is up to 1 760 000 lei, which will include:
- 85% credit portion, granted to the beneficiary by Partner Financial Institutions (PFIs);
- 15% grant portion - but not more than 264 000 lei;
To participate in Component III the applicant must meet the following eligibility criteria:
- own enterprise defined according to Article 4 of Law No 179/2016 on small and medium-sized enterprises;
- to be, at least 12 months prior to the date of submission of the application form for the Program, founder of the enterprise with the status of a natural person or member of the enterprise with the status of a legal person, in which it holds a share of at least 75%, to be aged between 18-35 years inclusive and to be a citizen of the Republic of Moldova.

- Affidavit on the amount of de minimis aid received
- Annual financial statements for the last fiscal period submitted to the NBS/ Unified fiscal statement submitted to the SFS (for enterprises that are more than 12 months old).
- Price offers containing technical specifications of the goods/services requested
- Documents confirming ownership or use: Lease contract / commodatum contract / lease contract and others (if applicable)
- Existing licences and authorisations at the company (if applicable)
- Other relevant documents (if applicable)
- Conclusion and decision of the FI on the granting of the loan portion to the eligible beneficiary 12.
Access to the financial package is achieved by the applicant submitting an application to the Partner Financial Institution (PFI).
Submission of applications for Component III is done at the offices of the partner PFIs, according to the list presented:

The review and assessment of the application is carried out by the PFI in accordance with its internal credit and regulatory procedures, with the eligibility conditions for accessing the credit with the grant portion provided for by the Programme, as well as the conditions of the credit lines financing the Youth Credit Facility (YCF II), phase II, managed by the Office for the Management of External Assistance Projects (ODA). After the assessment of the applicant and the prior acceptance of the financial package, the PFI submits online the complete set of documents, according to the model established by the ODA.
